3. I don't think it matters at this point.
If the numbers are outside of a certain margin, he's considered defeated, whether he accepts it or not.

4. Who knows? What's the vote count? If it's enough of a spread that Allen has to pay for it himself
he'll probably concede. If it is small enough that the taxpayers of VA will have to shell out hundreds of thousands for it, he won't.

9. meh... probably won't cost too much
Virginia is 2/3 DRE... no paper trail, nothing to recount

I sort of hope it DOES go to a recount just to get everybody pissed that there's for that 2/3 there's NOTHING TO recount.

Virginia law allows for a recount if a candidate is defeated by less than 1 percentage point. Three-tenths of 1 percent separate Allen and Webb, according to the State Board of Elections.

The state pays for the recount if the losing margin is less than one-half of 1 percent. Otherwise the candidate foots the bill.

State law was changed to require that the state pay for certain recounts after the 1978 U.S. Senate election in which Republican John W. Warner beat Democrat Andrew P. Miller by about 4,000 votes.

Until that time, candidates had to pay for recounts. Miller did not have the money to do so.

22. IMO this has to do with keeping the fate of the Senate more uncertain so
that the next two months, when the WH pushes agenda, look more like business as usual as opposed to rushing through actions.

WASHINGTON - Sen. George Allen will concede the Virginia race to Democrat Jim Webb when he addresses supporters Thursday afternoon, a source within the Allen camp told the National Journal.

The Journal, a MSNBC.com content partner, said the source was someone close to the Republican incumbent.

In a rout once considered almost inconceivable, Democrats have now won control of the Senate and thus both Houses of Congress after 12 years of near-domination by the Republican Party.

A count by The Associated Press showed Webb with 1,172,538 votes and Allen with 1,165,302, a difference of 7,236.

When I posted this, they said, "He will not -- NOT -- concede." If they're backing off of that, they should make a clear correction.
