I wonder what he's alleged to have done.

They didn't need to punch him in the face in order to make him release his hands so they'd handcuff him; and the repeated punches to the face are excessive - regardless of context. He wasn't making an attempt to escape, though if the idiot cooperated, none of the punches would have happened.

The truth is in the middle, and that little clip seems to omit the pre-punching and the closure of the handcuffs. Context is relevant too.

Still, I'd hate to be a policeman - take a chance on the wrong person and you end up dead.
