The GOP will WISH Bush were impeached when the Democratic Congress is through with them (investigations and the like).

1. Investigations are the way to go.

Inform the public. Let everyone know what has been happening and let it effect the next election. Impeach will follow from public outrage if they hear enough. It will be easier to get the truth out if it is done without the controversy of an impeachment hearing.

Get stuff on the record and in the public's ear.

An Impeachment would actually be anti-climactic after the public uproar --and it lays the ground for criminal charges later.
