Lawyers for the plaintiffs say that one of the witnesses who will testify on their behalf is former Brig. Gen. Janis Karpinski, the one-time commander of all U.S. military prisons in Iraq. Karpinski — who the lawyers say will be in Germany next week to publicly address her accusations in the case — has issued a written statement to accompany the legal filing, which says, in part: "It was clear the knowledge and responsibility goes all the way to the top of the chain of command to the Secretary of Defense Donald Rumsfeld ."

There were something like nine men convicted, and 2 women, which is pretty close to the actual ratio in the armed forces.

17. Well, my assumption
England was the one who was in some of the most famous photographs, making her an obvious focus for attention, right along with Graner.

Karpinski, though not charged or convicted of any wrongdoing, was the overall head of prisons in Iraq, and thus the logical target for accusations of slipshod oversight, effectively firewalling the higher-ups.

The other women who were involved (one who was convicted of prisoner abuse, another who got demoted for dereliction of duty in failing to report it) didn't get nearly the same level of interest.

Extradition only works if the attorney general agrees and you are living in 49 of the fifty states. I doubt seriously that Texas Rangers would allow any German authority to step on sacred soil there to take Rummy...and US Marshalls might find themselves in a unfair fight if they attempted to take Rummy in Texas.
