I think there's a good chance he'll at least do some preliminary polling to see if he has a chance in the primaries. What he'll find out is that the country's got a serious case of Bush fatigue.

I don't see him on the Presidential ticket in 2008.
I think he would have to spend a term in the Senate and/or be a Presidential appointment to something with foreign policy credentials to get past the stygma of George W. Bush's petulent ignorance of the "real" world.
On the whole, I think that George W. Bush has caused any of his brothers's Presidential aspirations to wither to the point of nothingness.
