was talk of a mandatory plan. It later got changed to voluntary. I didn't stick around long enough to see it get changed.

That would be excellent news. He might jump up to my #2 spot if that is the case.
But somehow, I highly doubt that anyone who says that too loudly has a snowball's chance in hell of getting the nomination, so I'm guessing he's either against it, or not saying.
