Senator Warner, his wife, his daughter, and everyone else had their hair blown about by the wind.
Soon-to-be-ex Senator Macaca's hair didn't budge in the slightest.
Either he uses a bottle of gel every morning, or he sports a rug. And since I've never seen his hair move, ever, and his hairstyle has looked slightly different over the years, I'd say it's a rug.
