Jury calls Fletcher's plan 'widespread, coordinated'

FRANKFORT, Ky. — Gov. Ernie Fletcher and members of his administration enacted a “widespread and coordinated plan to violate merit hiring laws,” according to the final report of the special Franklin county Grand Jury.

Later in a statement, Fletcher dismissed the report as a "savvy litany of political sound bites rather than a legal document of purported evidence" and in contrast to the agreement with prosecutors that "our actions were from the beginning without malice."

The report is a summary of what the jury found, not an indictment against any individual, and it cannot produce additional charges. Fletcher's broad pardon order covers those indicted in the investigation and others who could be indicted.
