About the Draft: How about this
1) New law, Constitutional Amendment, etc: The military cannot go to war without express permission Congress. No more dictator style military power for the president. All military action must be approved by a vote in Congress.

2) Institute a draft. All citizens are required to join the military at the age of 18 and spend 1 year in training. (This was the norm in Italy for years until recently)

3) Next time the president decides war is a good idea, see how much public support he gets.

Maybe this way, war will only happen when it is ABSOLUTELY NECESSARY.

...quite apart from the civil liberties and human rights aspects of requiring indentured servitude as a requisite for citizenship, is that drafting 18 year-olds puts them into the hands of the military at an impressionable age. A lot of gung-ho brainwashing can be accomplished in a year. Do we really want every voting memeber of our society to be indoctrinated by the military-industrial complex before they've left adolescence? The kind of society that could produce is frightening to contemplate.

The rest of your points are good ones, however. I would add another: every President who advocates war, has to don a uniform and serve in a front line infantry company. That should sort the chickenhawks from the patriots.

4. That is a good point. My niece was adopted out of the poorest
area of Kingston, Jamaica. She joined the military to get an education and did very well. She also votes pug because "they support the military". Force fed propaganda.
