I don't have an answer to your question, but as an ersatz writer, this is heavy "pet peeve" material. And I love heavy petting...

APR stands for "Annual Percentage Rate." Therefore, your headline, "APR rates raising (sic)..." essentially says "Annual Percentage Rate rates rising."

Kinda like "ATM Machine" -- Automatic Teller Machine machine.

Or PIN Number -- Personal Identification Number number.
