WHY are we responsible for training the Iraqi police and military?

This country was FULLY FUNCTIONAL before our invasion. It's not as if they are illiterate, uneducated people. Surely they can train themselves. I just don't understand this whole thing. I'm getting so frustrated with this Bizarro World we live in now.

8. But they're not stupid people so why is it taking 3 years to train

them to be police officers and military personnel? It takes about 3-6 months here, I'm guessing. And there were fully trained police and military people already there when we invaded. Where are they??
