Turning "Unitary Executive" against Bush
It would be bad for Bush if he messed with a Unitary Congress and what they said.

Section 1: All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.

We say we have a Unitary Legislative Branch, how can Bush use signing statements? He has NO power to legislate.

talking about the hundreds of signing statements * has issued as they did about Monica?

Which is a greater threat to our democracy: a unitary president or an unfaithful one?

2. Signing statements are orders to the executive by the President
It's not signing statements in themselves that's bad, it's their abuse.
