How you can help the people of Oaxaca. Please do it now. Who, if not you?
Please send emails today saying that:

Thanks to the internet, people around the world know that the Mexican Federal Police and the military are shooting unarmed peaceful protestors and bystanders in Oaxaca. Ask the consulate to ask thier government to please remove the Federal Police and military immediatly from Oaxaca, and to seek a peaceful resolution to the problems caused by the corrupt Governor of Oaxaca.

Most of these consulate internet sites have a link to send them an e-mail.

If we send these today, by tomorror when they show up for work, there will be a lot of these messages waiting for them. Please use your own words. Phone if you want. Just do something to help these brave people in Oaxaca organizing for a little justice.

Radio Universidad/Oaxaca is the heart of the Oaxaca People's Movement.

They are the only real news coming out of Oaxaca
after the events of last night.

We need people to monitor the Radio Universidad stream
and post in this thread what is being broadcast
especially regarding accurate counts of dead, wounded, arrested/disappeared.

16. Here are some suggestions:
The Mexican Government needs to know that the world is watching and disapproving of the police violence in Oaxaca.

You can call or e-mail the consulates and tell them that the world knows that the Federal Police are shooting and beating unarmed peaceful protestors and by standers, and the Government needs to withdraw the Federal Police and persue peaceful negociations to resolve the problems.

You can send the OP list far and wide, and encourage people in other countries to call and email their Mexican consulates and ask for the same thing. The more people doing this in the more places the more effective it will be.

If you are bilingual, Wiley is looking for someone to monitor the radio station from the University of Oaxaca and keep him updated as to any important current events or news that the radio station is reporting.

Tomorrow we need to start calling and writing our congressfolk and Senators and ask them to lobby the Mexican Government as well as our executive branch to stop the violence and remove the Federal Police and military from Oaxaca and to seek a peaceful solution.

Offensive by the Federal Preventive Police Against the People of Oaxaca
Confrontation Continues Between the Police and the APPO in Different Parts of the City
By the Popular Assembly of the Peoples of Oaxaca (APPO)
The Other Oaxaca

November 25, 2006

A large number of people are reported detained in various parts of the city. Two deaths are the result of the confrontation. (as of 9:33)

The federal police began, around 5pm, to attack the members of the APPO that were peacefully demonstration in the areas around the zocalo. These aggressions caused the conflict that is still continuing between the police and the members of the APPO and its supporters.

The streets of the historic center area battle ground and the federal police began to discharge fire arms against the protesters about an hour ago. The ministerial police of the state of Oaxaca and the federal preventative forces are investigating in order to apprehend in some part of the city, such as in el Llano, Crespo street and the market Central de Abastos as well as in other parts.

Approximately 40 people are reported detained, 20 of them women. There are various injured people, one of whom is gravely hurt.

Up until now we have the information that two compañeros have lost their lives due to the aggressions, although their identities have not been confirmed.

At the moment the offices of exterior relations (immigration) that are located in Pino Suarez and the offices of the police that are located in Juarez Avenue are on fire.

The Federal Preventive Police together with the state police have unleashed an offensive against the social movement of Oaxaca. The confrontations have arrived to the area around ADO (a bus station) and the hospital IMSS which is located in the street Ninos Heroes.

The APPO has information that because of these recent events the Mexican Army is in Maximum Alert.

Santo Domingo, headquarters of the APPO’s planton (camps in the city’s center) has been removed by the federal police after being taken over by them.

Faced with this offensive against the people and in order to avoid more bloodshed the APPO has decided to retreat.

We demand the punishment of Felipe Calderón, Vicente Fox, Ulises Ruiz for this massacre that is being carried out against the people of Oaxaca.

We call to all of the peoples of Mexico and of the World to carry out mobilizations demanding that this aggression ends.

24. GOV. ULISES RUIZ ORTEGA MAKES APPEARANCE IN OAXACA
Ulises was here half an hour ago.

He spoke to the workers that started cleaning up the Santo Domingo church area from 7AM on.

Several army helicopters were i the air; one was ebcircling the meeting and Zocalo.

Another went to Radio Universidad area.

Then he left quickly.

Cowardly? No, he was a very brave man to come here after all that time! And he had called some friendly PRI governments police in this morning, who were heavily armed patroling almost at every street corner. He was a very brave man to come her, after PFP, paramilitaries, PRI-gangs, PRI-police, army choppers, etc. As a captain, he was thelast man that left the ship..., or something..?

Other news: The murders seem to be sure; near Facultad de Medicina.

But strange enough all those real war reporters who came here the last days (some even from Baghdad), didn't do their work. Then there are eye witnesses, they are scared. I might get some report. Some even saw a body (fatally shot) dropping against the door/window of the building he/she was in (Radio APPO).

Dear Consul General Beltran:

First of all, forgive me for not writing to you in Spanish. My Spanish is sadly not good enough for a letter.

I am extremely concerned about the actions of the governor of Oaxaca and his paramilitary forces against the people of Oaxaca, and the apparent support for those actions by the Mexican federal government, led by President Fox and Mr. Calderon. Oaxaca is under military occupation merely because its people peacefully objected to the governor’s brutal assault on striking teachers, his fraudulent election in the first place, and continued tyrannical policies against the vast poor population of the state.

Gov. Ruiz needs to resign immediately. The 17 deaths already at the hands of his paramilitaries are intolerable, and the continued kidnappings, rapes, torture, killings, breakings into peoples’ homes and hunting down of peaceful protest leaders must be stopped. This governor has lost all legitimacy. And the people of Oaxaca have a right to reject his brutal governance.

Secondly, the federal troops appear to be providing cover for the paramilitaries, rather than protecting the people of Oaxaca from brutal misrule, as they should be doing. The people of this state have legitimate grievances, which they have been peacefully asserting, through community organization and the establishment of an alternative government, which operates according to “customs and use” laws. What they have been doing is an expression of democracy. It is not lawless. It is in fact the re-establishment of order. Gov. Ruiz is the one who is lawless.

The Fox/Calderon government—if they want to peacefully resolve the matters of injustice to the poor in Oaxaca, and elsewhere in Mexico—should take the following actions:

--pressure Gov. Ruiz to resign immediately, and appoint a temporary governor who swears to the rule of law, and begin preparations for an honest and aboveboard special election to replace Ruiz;

--investigate all the murders and other brutal acts that have been committed, and announce this firm goal in no uncertain terms—so that the paramilitaries are on notice, and so that the people of Oaxaca are assured that the killings and other brutal acts will stop, and justice will be served;

--cease all assaults on the people of Oaxaca—use of CS gas, rubber bullets, water hoses and other forms of violence and bullying;

--use federal forces to protect public gatherings, with the consent of the people; there is no reason that public meetings and marches cannot take place—these are protected rights, and that’s what the federal government should be doing—protecting those rights;

--respect the institutions that the people have created, in lieu of legitimate state governance, and immediately re-open negotiations with the community elders and leaders of those institutions.

The legitimacy of the Fox/Calderon government is itself in considerable doubt. Their actions so far in Oaxaca do not inspire confidence that they are a representative government, acting in the interests of the people of Mexico. If they wish to gain legitimacy in the eyes of the world, they must change their tactics and their attitude in Oaxaca, and support the efforts of the people there to establish lawful government. The Fox/Calderon government may be doing what George Bush would do, and may have the okay of a U.S. President with a 30% approval rating here, to further oppress the people of Oaxaca. But please know that the American people have rejected those anti-democratic tactics and attitudes, and that we have had it with George Bush and his regime. Actions taken by the Fox/Calderon government to please the Bush regime and the corporations that it represents will not sit well with the American people, nor with other peoples of the world.

The movement for peace and justice for the poor, in Mexico and throughout the world, is the future. “Darth Vader” police forces brutalizing peaceful protesters is the past. Does the Fox/Calderon government want to be part of the hopeful and progressive future, or the retrograde, brutal, oppressive past? That is the question that you and your government must ask. Despite the questions about Mr. Calderon’s own election, he has the chance to redeem himself now, and govern wisely. I hope that you will advise him to do so, and I sincerely hope that he will.

I have amended the federal forces item of my letter (above), as follows:

--use federal forces to protect public gatherings, with the consent of the people; there is no reason that public meetings and marches cannot take place—these are protected rights, and that’s what the federal government should be doing—protecting those rights; or, if the people of Oaxaca request it, withdraw all federal forces;

I am not sure what the situation in Oaxaca currently is. There were killings leading up to this--including police in plain clothes shooting fotojournlist Brad Will dead in broad daylight (caught on camera). I don't know how much fear and mayhem these death squads are creating. Do people need protection from Ruiz's paramilitaries? If so--the federales should be SIDING with the people, and arresting perps and curtailing these killings and other brutal acts. That's what SHOULD BE happening. I know that's not what IS happening. But the troops are under orders, and they can be given DIFFERENT orders--if the political will is generated. But...I may be reaching too hard for an ideal--or a miracle.

What I gather is that the people want the federal troops OUT. But, if they had the choice of federal protection (of different orders to the troops), would they want it? I'm reminded, for instance, of President Eisenhower nationalizing the Arkansas Nat'l Guard, during the civil rights movement here, and giving them orders contrary to the orders of the state government, to PROTECT black citizens, who were integrating schools; and LBJ's similar order to the Alabama National Guard during M.L. King's voting rights campaign. Fox/Calderon are doing the opposite--they are providing cover for the state government's lawlessness and murder. In any case, the people of Oaxaca should decide. I certainly understand their opposition to military occupation and violence, and perhaps it is not possible to change the dynamics of this situation in that way.

44. Here's my revised list of what the Fox/Calderon government should do,
after reading the analysis provided by Wiley50, below:

--demand Gov. Ruiz’s immediate resignation;

--immediately open a well-publicized and determined investigation into all the murders and other brutal acts, and into Gov. Ruiz’s misrule of Oaxaca; put the paramilitaries on notice that they will be caught and prosecuted;

--cease all assaults on the people of Oaxaca—use of CS gas, firearms, rubber bullets, water hoses and other forms of violence and bullying;

--cease all collusion with paramilitary forces, Gov. Ruiz, the PRI, and all who are instigating violence, including setting federal buildings on fire, in the hope of federal retaliation against peaceful protesters—these devious fascist tactics are unworthy of the Mexican government;

--provide protection for the people of Oaxaca, if they request it, so that public safety is restored, and public meetings, marches and other rights can be exercised; or, if the people of Oaxaca request it, withdraw all federal forces;

--respect the institutions that the people have created, in lieu of legitimate state governance, and immediately re-open negotiations with the community elders and leaders of those institutions.

A large number of people are reported detained in various parts of the city. Two deaths are the result of the confrontation. (as of 9:33)

The federal police began, around 5pm, to attack the members of the APPO that were peacefully demonstration in the areas around the zocalo. These aggressions caused the conflict that is still continuing between the police and the members of the APPO and its supporters.

The streets of the historic center area battle ground and the federal police began to discharge fire arms against the protesters about an hour ago. The ministerial police of the state of Oaxaca and the federal preventative forces are investigating in order to apprehend in some part of the city, such as in el Llano, Crespo street and the market Central de Abastos as well as in other parts.

Approximately 40 people are reported detained, 20 of them women. There are various injured people, one of whom is gravely hurt.

Up until now we have the information that two compañeros have lost their lives due to the aggressions, although their identities have not been confirmed.

At the moment the offices of exterior relations (immigration) that are located in Pino Suarez and the offices of the police that are located in Juarez Avenue are on fire. keep reading...

36. VERY INTERESTING ANALYSIS by member of OSAG
My own two cents: Analysis of yesterdays events, and after reading
today's La Jornada,,,

I'd like to focus attention of the pattern of attacks, the configuration
of people, the behavior of the feds, and other events of yesterdays
battles, and congeal them into a coherent analysis. First some
corrections....

Instead of the Oaxacan legislative buildings and External Relations
buildings being burned as I reported, those buildings or offices that
were on fire were: the Poder Judicial Federal (federal judicial power,
ie federal courts), Tribunal Superior de Justicia del Estado (Superior
Court of the State), El Teatro Juarez (the Juarez theatre, and used to
be the seat of the State Congress), La Secretaria de Turismo de la
Entidad (the Ministry of state tourism), and different commercial
establishments...

Those buildings damaged were: the Relaciones Exteriores (various federal
offices of the foreign relations ministry), the Registro Publico de la
Propiedad (public Registrar of Property), Facultad de Sociologia de
UABJO (Sociology Faculty building), La Asociacion Mexicana de Hoteles y
Moteles (State chapter of the Mex Association of Hotels and Motels).

Plus El Hotel Camino Real, and two big houses suffered minor damage from
molotov cocktails.

And yesterdays reports that there were 8 trucks leaving the 28th Zone
Military Base for the zocalo, never was confirmed and obviously never
arrived at their supposed destination (unless they are there right now,
and I have yet to hear it). However, today La Jornada reports that at
11pm last night there were attacks at the 28th Zone Military base by
unknown assailants. And last night there was an indirect warning from
the Interior Ministry, thru Church officials, to RU or APPO reps (no
sure which) that was duly reported by RU. However, according to todays
news, no direct message was transmitted to APPO negotiators by the
Interiror Ministry, and unlike the last big confrontation (Nov 1 or 2)
where Fox and Abascal convened an emergency cabinet level meeting in DF,
this time they continued to attend a frivolous Guanajuato goodbye
luncheon (with no urgency of leaving for DF, and convening cabinet).

Also there were eye witness reports that before the battles started
there were strange civilian characters congregating in distinct groups,
distinct from other demonstrators, in and around the zocalo, and
distinct from the young people (anarcho punkers, for lack of a better
word), and others who were a part of the mega march. And it was reported
today that during the back and forth battles between APPO and the PFP,
in and around Santo Domingo church, some of these civilians were chasing
and shooting at people running away from Santo Domingo, away from the
PFP.

Meanwhile, the ordinary federal forces, the PFP, the state ministerial
police, and their commanders, IMO seemed to have been unawares of all
the actors involved and played their predictable roles. And after the
military base was attacked, is when there were reports/rumours spread of
them leaving their bases...

Of course, today's headline of the Milenio newspaper suggested, well,
explicitly accused the APPO for everything that transpired yesterday,
and no doubt the official intl newswires will parrot this
interpretation.

However, I think what La Jornada journalists are suggesting, without
actually saying it, and what others suspected yesterday, is that an
unseen hand was at work. That unseen hand was the premeditated
preparations of the state and/or fed priistas in anticipation of the
megamarch. I'll even go so far as to say that the federal govt was
either involved or were informed of these plans. The reason La Jornada
doesnt explicitly accuse priistas, is because as they present the
infromation, above portrayed, is that it is an obvious conclusion (at
least in mexico) by the way priistas have behaved in the past.

So if we look at the targets, buildings and institutions, that were
attacked, we see a tendency to the federal targets, rather than state.
Why would that be suspicious? Because the state priistas know that
provoking the feds, gets their attention, and the more probability of a
strong reaction. Of course the priistas want the reaction to be against
the APPO, and not themselves. The other interesting target is the Motela
nd hotel association, and certain commercial establishments. It is
fairly well known that business people are vulnerable because of their
substantial investments, and it is fairly well known that the local
priista establishment know which businesses need further convincing of
either their support, or their quiet acquiesance. The blatant attack on
the military base is an obvious provocation, to create more repression
againt the APPO, as APPO would be their obvious target, if and when they
entered the fray on the streets...

The local PRI establishemnts are conniving SOBs whether they feel
threatened or when it is business as usual, and like I have said, they
have alot of statewide resources and organizational capacity, and should
not be underestimated at the extent of their complicity and autonomous
initiative (as in, for their own interests and independent of the
federal arm of the party, and beyond federal govt control). That doesnt
mean the feds dont know this, but themselves manipulate these local
establishments for their own ends...

39. Thanks for the analysis! I think you're right about the faux protesters'
attacks on federal buildings and the hotel association. My sense of APPO is that they would NEVER do that. It's all looking more and more like Iraq--where deliberately created chaos and sabotage provide cover for the death squads and other evil activities, and an excuse to bomb people and rob them, and rob all of us.

This is an appalling and disgusting development. I may revise my letter. It's too polite.

with the political party, the PRI or the Institutional Revolutionary Party. They ran the worlds longest lived dictatorship until they lost to the PAN (National Action Party) a right wing (and now corporatist) party in 2000. The PRI has a long strong history in Oaxaca. The modern PRI wasn't really right wing or left wing, they were just "the man" thought they went corporatist through necessity under Salinas. It is widely believed in Mexico and elsewhere that Salinas stole the '88 election from the left wing PDR or the Revolutionary Democratic Party. And now it is widely believed that the PAN stole the last election (2006)from the PDR also.

Dear Sir or Madam;

The world is watching the Mexican Federal Police, the Oaxacan State Police and the violent oppression of the people of Oaxaca. The internet has displaced the corporate media to a large degree and seems to be increasingly so. This is how the world knows and watches the events.

Your Government has a choice here. They can back off and peaceably settle the problems of the corrupt and illegitimate Government of Oaxaca, or they can opt for a violent solution.

If the first choice occurs, the world will breath easier; it will give people in my country confidence that the Mexican Government has rejected thuggery, and that it believes in justice for it's citizens.

If the second choice occurs and your government decides to violently "handle" the situation, I can assure you that the people of my country and the world will not look kindly on this.

You and I have a lot in common. My country has an illegitimate President, and your country has an illegitimate President elect. So what else is new? Or as they say in Spanish, "Que de nuevo?"

My country's voters just repudiated the party of our illegitimate President in the mid-term elections. This presents an opportunity for your country and your people.

I believe the voters in my country would like to end this fence nonsense and come to an acceptable and legitimate solution for the migration of people seeking jobs from your country and for the employers seeking employees in my country. After all, we voted Democratic for a reason.

However, I'm afraid that if your government (and the illegitimate Governor de Oaxaca) doesn't stop killing, disappearing, beating, gassing and oppressing the people of Oaxaca, there may be a back-lash against your government in my country by the very same folks who swept the Democrats into power in our last elections.

Already on the internet I've seen people from Canada, Europe, Australia, and the US discussing tourists boycotts of all of Mexico and of exerting pressure on corporations doing business in Oaxaca

The Blogs I read, the same people who were instrumental in funding and electing Democrats, are watching very closely what is happening in Oaxaca. We get first hand reports from people on the scene and it's not a pretty picture.

If the situation in Oaxaca doesn't get resolved in a peaceful and respectful manor, I fear the bloggers here and their readership might decide to take it out on your government and call, write, and put pressure on the Democrats we just elected and ask them to build the fence and put the kibosh on any reasonable settlement to the immigration/emigration issue.

That would be an illogical response, I know, but then again, violence is an illogical response to people only seeking a little justice, isn't it?

The people in Oaxaca need jobs (as do the people in all states) and some of them need jobs in the US. Your government can come out of this looking to the world like heroes, or your government can come out of this looking to the world like villains. I'm not sure the people who elected the Democrats into power in my country are ready so soon after bush to want to cut deals (especially in the xenophobic atmosphere nurtured by our Republicans) with villains. They may lump your government and bush all together.

Please do all you can in your power to help make your government come away from this looking like heroes. Please let your government know what is at stake. Please advise them to defuse the possibility for more violence flaring by withdrawing Federal Police and troops, and to prevail on the Governor of Oaxaca to step aside for new elections.
