And, indeed, by most other modern political cartoons.
The only one I think is really clever is the James Bond one. A couple of puns, some unimaginative visual metaphors for being stuck in Iraq, and something that caricatures Cheney as Scrooge without drawing any relevant parallels between them fail to impress me. The point of a political cartoon is that it should make your political point in a way that people who disagree with it will find compelling, and everyone will find funny, and I don't think these do.
Compare them with e.g. David Low's merciless puncturing of his targets, which is usually both perfectly-judged and very funny.
But hey, maybe I'm just a miserably negative old curmudgeon...
