Need some help fact-checking on government size please |

I'm trying to put together an LTTE in response to a person ranting about how the size of state & local government has increased in the last 30 years at a greater rate than the population.
My response was going to be that because of so many cuts at the federal level by the likes of Bush & Reagan, a lot of federal responsibility (like the EPA) has been pushed down to the state & local level. Heck, even outsourcing & privatizing under Clinton contributed to the increase in government size at the state & local level. So, if a state like Connecticut wanted to improve/maintain their environmental quality, they would have had no choice but to increase the size of the state version of the EPA to make up for the cuts at the federal level.
But, am I okay in saying this? Am I off-base?
