OAXACA: Global Support is Happening
Global Support for the APPO
Los de abajo

By Gloria Muñoz Ramírez
La Jornada

November 27, 2006

The popular movement of Oaxaca has gained ground and legitimacy in the world of resistance. It is no longer only the repression that has brought together activists, collectives, political, religious and human rights groups, people of the art community, and academic and cultural representatives of more than 20 countries, but the expression of an organized form of autonomy that has become, little by little, a referendum of political transformation spurred from below.

An act of repression instigated the creation of the Popular Assembly of the Peoples of Oaxaca (APPO) this past June, as well as another sudden attack from the federal and state governments, initiated October 27 and 29, that included nine new assassinations, detentions and the occupation of the city by the Federal Preventive Police (PFP), detonated an international solidarity movement comparable in intensity only to that which has brought together the Zapatistas and the people of San Salvador Atenco (with their own and unique histories).

Up until this moment more than 160 actions in solidarity with Oaxaca have been registered in different international communication sites in less than one month. During the workday of November 20 alone, brought about and driven by the Zapatista National Liberation Army and guided by the appropriate legitimacy the movement has gained, 47 mobilizations in 46 cities across the planet were reported.

The Mexican embassies and consulates have been blank regarding the protests against the political repression of the government. Marches, political meetings, evening gatherings, conferences, blockades, performances and other cultural activities have accompanied these actions. People have taken to the streets not only to condemn the wave of institutional violence, but they have now initiated informative talks and debates in Europe, the United States and Latin America about the importance of accompanying an autonomous movement that confronts power on a daily basis with a practice whose principal force and drive is its own people.

Collectives of international solidarity with the people of Oaxaca are already forming, or assemblies of support, that is to say, have begun to build the mobilization and conformation of an organized network that accompanies the movement politically. And in this process emerges debate and questions regarding the constitution and strategy of the APPO, so it is politically correct to manifest themselves against impunity and oppression in any part of the world, but to invocate themselves with a new political experience that has already come to pass.

In Salamanca, Spain, for example, the Assembly of Solidarity with Oaxaca was formed, which simultaneously begins a debate about the political character of the APPO, for which "all the persons, peoples, collectives and movements that struggle with the people of Oaxaca" have convened. Without any pretence available to de-legitimize a movement that walks openly in the streets, barricades and assemblies, amidst everyday repression, they make clear they need an interchange of ideas. The difficult road, evidently, has barely begun, with profound and authentic roots.

17. Kick.
Why can't the media keep us informed about the important things that are happening on this little planet of ours? I guess Britney Spear's divorce is more important than a repressive regime that assumed power through a corrupt election and is actively attacking it's own people to keep them quiet and away from the implements of government.

22. Martial law in Oaxaca
Since Nov. 25, after the seventh megamarch, Oaxaca suffers a non- declared state of exception. Police have been systematically violating human rights of not only APPO members and supporters, but against anyone walking the streets.

The repression began after the seventh megamarch reached its destination: the zocalo occupied by elements of the federal preventative police. A four hour riot occurred in the streets. The heavier clashes were to the north of downtown. Human rights organizations, like LIMEDH, testified that violence was initiated by provocateurs and later from police itself. Since then, police prowl the streets, even dressed as civilians, using vehicles without marks or plates. They've been detaining people for no reason. Also police forces continue to break into homes without any order or warrant. In the streets bullet shells were picked up; 9mm, 3.5, and R-15, all are of exclusive use of the army, but in Oaxaca the police use them against unarmed people. Red cross reported 5 injured by firearm, but many were never attended due to police presence at the hospitals.

The situation has worsened with armed groups attacking civillians. These groups are paramillitaries serving the Governor Ulises Ruíz Ortiz, or police dressed as civillians. Using heavy gunfire, they attack barricades, medical outspots and other points where organized people gather. Civil rights activists have also been attacked. Caravaning in pick up trucks, armed men also take people from the streets, kidnapping them. Some victims disappear and others appear later in jails showing signs of torture.

Human and civil rights of the detained ones are not respected at all. They are brutally beaten during the detention. Later on they suffer torture. They are kept in a state of non-comunication, isolated completely from the outside world. Even with serious wounds, they receive no medical atention. Jail administrations constantly denies any contact with families and lawyers, and of course, human rights organisations. They also hide information, like names and data from the prisioners. Many of them have been removed to jails very far away from the state of Oaxaca, virtually unreachable, like San José del Rincon in Nayarit, La Palma Matamoros and Islas Marias.

Monday more people were illegally detained in Mexico City. A young woman, Mille Sara Illitch, French, amongst the arrested. Also another shooting forced to cancel a press conference in the Medicine Faculty. State terror has no sign of slowing down. Activists keep hiding on fear for their safety.

Leaders of APPO take refuge in temple
They apprehend brother of Insipid Flavio in Oaxaca

Alexander Torres and Jorge Ochoa
Wednesday 29 of November of 2006

OAXACA, Oax. - Operative the police ones to execute orders of apprehension and prospections, forced the main leaders of the Popular Assembly of the Towns of Oaxaca (APPO) to take shelter in an annex of the Temple of the Virgin of the Poor men until obtaining guarantees of which they will not be stopped.
The climate of tension between the members of the APPO intensified yesterday when Insipid Flavio was informed, to 14:00 hours, of which his brother, Insipid Érick Villavicencio, finished being stopped in the airport of this city.

"There is a policy of terrorism around my person. What follows ", it denounced in a brief declaration to the press in the patio of the annexed house catholic temple, in the Reformation colony, where she remained most of the day in meeting with the other leaders of the APPO to analyze the situation.

"there are no conditions (for the meeting with Interior)", said on the other hand to Florentino Lopez, spokesman of that organization, whereas the leadership of the APPO looked for via telephone and through intermediaries greater guarantees for its security on the part of the federal and state authorities.

As well, the Office of the judge advocate general of the state informed that Insipid Érick was stopped in fulfillment with the order of apprehension 71/2006, turned by the mixed judge of first instance of Ocotlán de Morelos, by the crimes of kidnapping, described injuries and robbery described with violence. It maintained that the brother of the leader of the APPO and other subjects retained, they tortured and they robbed properties and money to two ministerial police the 15 of August in San Bartolo Coyotepec.

In the morning, the members of the APPO began to arrive in small groups at the annexed house of the Temple of the Virgin of the Poor men to participate in the Forum of the Indigenous Towns of Oaxaca.

The table of dialogue with the Secretariat of Interior was suspended until they obtain guarantees for his security. Also, it yesterday initiated the retirement of the barricade located in the area of Five Gentlemen, near University City, and that was only the blockade that the APPO maintained the past until Saturday.

During the day, the place was watched over state police, that even made patrollings and revisions to passers-by.

In the forum they also participated to the emérito bishop Samuel Ruiz, ex- mediator in the conflict armed of Chiapas, and Miguel Alvarez, representative of the organization Services for La Paz, Serapaz.

Alvarez has fungido as she connects between the APPO and the Secretariat of Interior at diverse moments of the conflict oaxaqueño, mainly when have untied to confrontations with Polici'a Federal Preventiva (PFP).

The meeting happened after Insipid Érick, of 28 years of age, was stopped in the airport. One is one of the smaller brothers of Insipid Flavio, that works like fireman and, according to the leader of the APPO, never was involved in that movement. The parliamentary group of the Party National Action (BREAD) in the House of Representatives took the tribune from the assembly hall before the fear that caused a rumor to them on a supposed action which they would orchestrate the legislators of the Party of Revolucio'n Democra'tica (PRD).

The species extended quickly in the Legislative Palace of San Lazaro when the deputies of the Aztec sun not even had defined an assault to the presidency of the directive table. Ironically, when trying to defend the taking of possession of Felipe Calderón Hinojosa, their coreligionists took the first step to prevent the ceremony of transmission of powers the next Friday.

In their starting, the four panistas carried out trifulcas when defending with fury the camaral tribune. The deputies of the PRD removed the worse part from the confrontation: Alberto Lopez, of Chimalhuacán, and Susana Monreal was removed from the plenary session in wheelchair, with fracture and esguince in ankles."

His companion Darío Lemaroy, when facing the panista Luis Javier Maawad Robert, had to be bandaged by esguince in the right ankle and removed in you walk.

In as much, Aleyda Alavez had to be taken care of by the medical services of the House of Representatives by bled nasal and low pressure. And Monreal Avila and Ramon Pacheco was sprinkled in the face with a sent paralyzing gas from the intrenched panista group in the tribune.

Panistas distinguished

Throughout the day, Nicholas Moral próspero aguamielero, fan to the young of horses, that took its units to the dominical celebration where president Vicente Fox Quesada underwent desvanecimiento and their companion Francisco Domínguez was the distinguished panistas more at the time of "containing" and facing the PRD members.

Before the tests of physical aggression against deputies of the Aztec sun, the legislators of the BREAD insisted on which they were the victims and offended by the delegation of the PRD. The form in which the panistas acted was registered in the images of the television transmitters que did not transmit more tarde and in those of the Channel of the Congress: the violence came from National Action.

The plenary one of the fear

When beginning the day of in the Legislative Palace of San Lazaro the parliamentary group of the PRD yesterday met in order to decide the points of the order of the day that would approach in the plenary session. During the encounter also one chose a group of 10 deputies to those who the task was assigned of elaborating the strategy to prevent the taking of protest of Calderón.

Nevertheless, when not defining itself how to do it, the discussion was posponed for today (Wednesday) before the session programmed by the Meeting of Political Coordination began.

When concluding the plenary one of the PRD, in the hall plenary sessions began to spread the rumor that the legislating PRD members would try to take the tribune. This version arrived at ears of all the parliamentary groups, and was between the panistas where it made notch.

In curules of the right wing of the hall a strategy began to watch to all the deputies of the PRD and the parties of Trabajo (PT) and Convergence that rose of his curules, as it forms to close the passage to a taking ant of the tribune.

The tension between the panistas grew, to the degree of which, happening over his parliamentary coordinator, Héctor Larios Córdova, an important group of legislators of blanquiazul divided itself to block accesses to the tribune both. That movement caused disorder in the hall, and had to take part deputy Susana Monreal Avila, by the PRD, to ask for the president in turn of the directive table, Maria Elena Alvarez, who asked for their coreligionists who returned to his curules.

The panista required to its large stone bench that returned to curules. Between the deputies more preoccupation because the panistas insisted, with its facts was perceived, in going ahead to the Aztec sun in the supposed intention to take the tribune. In this atmosphere it continued the session and the PRD member Enrique Mayans Canabal demanded to Jorge Zermeño Infant, who already was again in the presidency, that put under with an order motion the Camera and that was left certainty from which the BREAD " is taking the tribune at the moment".

For surprise of all in the hall plenary sessions, Zermeño admitted the request of the PRD member and certificó that would be based in the Newspaper of Debates.

First trifulca

At the moment at which Zermeño accepted that their coreligionists controlled the presidency and the secretariat of the directive table, the PRD member Valentin Batres Guadarrama tried to raise the table to consult with the vice-president, Ruth Zavaleta, if its request to take part were enrolled in the daily routine. By means of pushes, the panistas prevented the step him and they returned it to the zone of curules.

Almost behind her, his companion Cuauhtémoc Sandoval tried to corroborate that a point in agreement proposed by him would be treated in the session, and not posponed again, since it had already happened. To their step, the panista Nicholas Moral and his companion Caesar Verástegui caught to Sandoval by the coat and they demolished it. In his fall, the PRD member dragged to the chihuahuense Maria Eugenia Fields.

Then the tribune was filled with panistas and to the attacked being Sandoval their coreligionists responded and began trifulca. It was the one and average one of afternoon. Jorge Zermeño, impassible and slowed down en resistance with griterío and golpes, asked for "the legislators who are raising the tribune please make leave it. Yet respect, returns to their places. I ask respect the legislating gentlemen. I make a respectful call to all the legislating gentlemen... I ask the coordinators of the parliamentary groups that help us to request order. I ask the reporters who return to their places ".

The disorder seized of the hall. But the blows, pushes, mentioned and disqualifications did not affect to Zermeño. Then Emilio Gamboa Pattern, coordinator of the PRI, from his curul suggested to decree receso to him, "while order is put there down and the mass media go to their place".

The president of the directive table obeyed the recommendation and declared receso and, for greater surprise, he made another call: "he asks himself all the legislating gentlemen who evacuate the tribune and I solicit to the forces of the order of this Camera that help to maintain the order us".

He gave one immediately contraorden: "I solicit that they do not take part". And in the middle of griterío, unyielding, it demanded: "and I request the prudence and I make a call to the responsibility and the honor of the legislators so that they evacuate the tribune. Receso is decreed "

To 13:34 hours the session was suspended, and 20 minutes later Zermeño it declared that, "by virtue of which during receso the order has not been able to recover itself", the session rose and mentioned General Congress, first of December, for the taking of protest of Felipe Calderón, to nine and the average one in the morning, in San Lazaro.

Zermeño did not notice that to change of seat, he himself is forced by law to summon to session of the plenary session with the purpose of which this one votes, first, by majority described, the proposal to transfer the Legislative Power to an alternating enclosure, and later, by simple majority, the site for the ceremony is approved.

The priístas, tranquilitos and sentaditos

From the priísta fraction, whose members observed trifulca, Samuel Aguilar amused itself and he slid to Emilio Gamboa: "we are well, tranquilitos and sentaditos". Him secundó Jorge Chaurand, who repeated: "our rights are running over us". To this the coordinator made echo of the large stone bench: "they are running over to us..." And another one shouted from his curul: "we are going it to solve to shots or vergazos"

Bernal frame, leader of the priísta CNOP, expressed its preoccupation even though its large stone bench was the one that less lost with the war of yesterday: "this is absolutely illegal. Jorge Zermeño violates the regulation of the Congress ". The same curul referred to Gamboa Pattern in his Jose Murat, who approached to demand to him that he asked for to Zermeño the immediate retirement of tens of elements of the Presidential staff than they had infiltrated to the hall, in the well-known zone like after flags, that had made quarter in the conference hall of press.

"Emilio le said Murat, you must request to him to Zermeño that orders the retirement of the military". Gamboa, simply, became the desentendido one. And it is that from before the ordinary session began already they found in the hall at least two dozens the military dressed civilian, with apparatuses of intercommunication to the ear. In an attempt to deceive the deputies, the president of the Camera said from his place that only was personnel of defense.

Indeed, Zermeño did not respect articles 211 and 212 of the Regulation for the Inner Government of the Congress, where it pronounces that "the presidents of the cameras will be able to order, whenever they consider, that locate military guard in the buildings of the same ones, the one advisable that will be subject exclusively to the orders of the respective president", and that "only with permission of the president, by virtue of agreement of the Camera, will be able to enter the assembly hall people which they are not delegated or senators; by no reason the entrance to the corridors to people will be allowed who do not have the previous representation ".

Retirement of the EMP, demanded the PRD

From the first confrontation, the coordinator of the PRD members, Javier González Heron, demanded to shouts from his curul to the president of the table that put order between the panistas. Desgañitando, because the panista did not authorize that they opened the microphone to him, the PRD member declared: "that retires the General Staff, with chingada! Minds, Jorge Zermeño, we are going to see what you try "

The spirits raised of tone. The panistas Polished Pedro, of Veracruz, and tamaulipeco Gustavo Cardinal red, ex- candidate to governor, faced Humberto Zazueta in the perrons of the Very machito tribune ", cabrón", he loosen Polished to the PRD member. "Felipe is not going to take protest", reviró Zazueta and Ca'rdenas challenged it: "Aviéntate, to see of a how it touches to us"

In second trifulca, the president of the commission of Tourism, Octavio Martinez, encaramado in the zone of the general secretariat, gave a kick him in the face to Nicholas Moral, and in the third confrontation he was braided, along with Darío Lemaroy, to blows and kicks with the panista Luis Javier Maawad.

The intensity and the rancor arrived at one from its climax when the Cuitláhuac PRD member County was lowered to blows, pushes and kicks from the presidency, and literally were dragged downstairs by the panistas. For its misfortune the version of which he was not deputy, only by the fact that was run amarillla went to the session with chamarra and not of suit. In different broadcasters it was accused to him to be infiltrating.

Valentin Batres and the panista Maria Eugenia Fields maintained a long personal duel by centimeters of the general secretariat, when they disputed to seat in one curul. Panistas and PRD members had agreed to a zone of free step, but those of blanquiazul took advantage of to install his curules as a barricades.

Shortly after ten and the average one at night, in the one those barricades panista deputy Jiménez Angels complained which PRD members pushed it, and began another one trifulca. Again Francisco Domínguez faced the deputies of the PRD, and sent a kick that, with so bad luck, made it trastabillar and fall on its companions. So hot they were the things that from the honor wall that Juana remembers to Sister Ines de la Cruz, the Evodio PRD member Vela'zquez shouted to him: "bájale of güevos"

The scene that was observed in San Lazaro nonvigilant possibility of a transmission of powers in San Lazaro. The PRD settled yesterday with bags to sleep awaiting the first day of December. In as much, the coordinators of that party and the BREAD did not reach any agreement. And the taking of protest of Calderón is in vilo.

"If pelele wants to come, it will be necessary a site to the Camera or a coup d'etat to the Congress", alerted to the PRD member Emilio Ulloa.

27. I truly believe the global backlash is a coming
I can see why many powerful people would want to minimize global communication, the Internet in particular. There is a
great coming-together of the peoples and peace movements, the likes of which I personally have never experienced in my 33 years of life. These are very troubling times but I really do see a silver lining in all the chaos. This light not coming to pass without some very hard work by the peoples of the earth uniting.

Many of the political movements unfolding just South of us are very empowering, being a person of very little clout. It's more important now than ever for us "commoners" to walk together hand in hand around the world. We have so many of the same problems of one kind of oppression or another.

I was talking with my husband the other day how the parallel govt. being set up in Mexico can been seen right here in our Independent Media network. Every day it's growing reach makes the MSM more irrelevant. It's good to try go through "the system" when possible but when you are so cut off... what do "they" think we're going to do? Eventually, even the most loyal blind sheep are going to get tired of being in a pen. At least, I hope.
Anyway, thanks for posting. I highly recommend anyone who doesn't know this whole story to check it out. Democracynow.org has some excellent coverage archived on their website.
