it's just centuries of racial hatred, that was, for a while under Saddam, kept under check, rearing its head again.

Since "Iraq" is a country that has always been purely theoretical and artificial, having been drawn almost randomly by people not its own (i.e., Britain), one cannot say that they are in a civil war because they've never been unified (except under threat of Saddam's murdering legions) to begin with.

It's tribal war, not civil war.
