One secular Shiite speaking on the telephone from Baghdad said Shiite militias were massing in preparation for a large offensive against Sunnis in the capital.

"They had a big military-like ceremony today for the Mahdi militia, to show their force. They are making themselves ready for something big -- protests, fighting, killing," said the Shiite.

A secular Sunni in close contact with one insurgent faction, said rebel Sunnis were also trying to form alliances among militias for a big push in the city against the Shiites, including more raids on government buildings.

"I am waiting for the Sunnis to launch a 'Tet Offensive.' That is the one plug they have not pulled yet, and I could see that happening," said senior Rand defense analyst Ed O'Connell.

1. They do not have the sophistication for a "Tet Offensive"
Tet was accomplished after a good deal of planning by Generals and the War Department of a foreign nation. It was coordinated through military discipline and tactics. It was launched by the third largest army in the world at the time. While those militias in Iraq are quite deadly they are not an army nor do they have the sophistication of a trained army...There will be a lot of blood shed though don't get me wrong..

2. While thats true....
Tet was also an assault on multiple cities and bases throughout the south. This required a large army, like the one that existed in the north. I think the reference to Tet is more a symbolic comparison. For example, Sunni or Shia gunmen storming the green zone or parliament.
