Encourage voting: vote in 2/3 or 3/3 elections and get two votes in the 4th election.
Just keep track of whether or not a voter voted in the three most recent elections. Then people who are eligible to vote won't dig themselves into a hole. Announce the new policy before the first of the three "most recent" elections. This way people have fair warning.
