I was just about to say, upon close examination, including magnifying it, that it looks photoshopped, but then I noticed something...

Look at the "V" in "village". The right arm of the V passes over a ripple in the paper it's printed on. It appears to be the largest ripple caused by a quick application to the sign. There's a minor unevenness in the right arm of the V. You can see where the ripple causes a indentation on the inside of the right arm, and a convex 'bump' on the outside of the right arm of the V. If it were photoshopped, I believe the artist would have made this minor flaw on some of the other letters, but as it is, it's only visible on one letter.

It seems to be real.

49. I live about 30 miles south of Waco,

and I'm not sure if it's photoshopped or not. It looks real until I see the very bottom of the sign. It seems that the dripping paint trails go on a bit too far. Of course it may be some ice drippings. I'd have to know what time of what day the picture was taken. It didn't start freezing until a few days ago here. It does look like an early morning shot heading South so it could be ice. Dumbass Parkway is a stretch of US 84. I always take I-35. Maybe I'll have to go to Waco and look for myself.
