and forced abortions are rare. Though I'm not an expert, my guess is that the twins would count as two children, and so the parents would be subject to the penalties (that is to say, decreased social service availability) that two children would incur.

...two if you have a girl first rule would not be broken. But still, total of two children before penalties kick in.
