Democrats are discussing two separate resolutions?

Democrats are discussing two separate resolutions?
I heard it mentioned a couple of times on the talk shows this morning - perhaps by Biden and Levin? Levin defined the first non-binding resolution as an attempt to get the majority of Congress on record opposing the escalation by Bush. If that failed, they would retain the option of bringing forth a binding resolution of some sort? Under what context that would be, I have no idea. However, it has been reported this morning by the BBC that Bush has already sent 3200 more troops into Baghdad. I suppose he could not wait on the Congress to give him their "non-binding" resolution?
