contract for detention facilities? I want to make a copy, my SO works with a bunch of repukes and fence straddlers and we do our best to keep them informed about things that aren't wide spread in the msm and because most don't read beyond headlines.Thanx.

"for an unexpected influx of immigrants, to house people in the event of a natural disaster or for new programs that require additional detention space"

What do you suppose, "for new programs that require additional detention space" means?

Also, I'd like to know how these contracts work. This is for $385M, with extensions possible. If they don't build anything until the 3rd year, I hope they aren't being paid a sum for being available?

When are we going to read reports on these investigations into overcharging by KBR, Halliburton and their ilk? Curious minds want to know.
