The Dems I think are trying to ascertain whether he WH has a part in the blame and trying to figure out how the departments (FEMA, DHS) worked at the time of the hurricane.

At the FEMA and DHS HQ level and WH level there was a massive (catastrophic) screwup, and at the Louisiana State Government and New Orleans local level there was a massive screw up- but even worse - nobody got an up and running until General Honore and Admiral Allen arrived. Which meant relief supplies sat on trucks and workers were sent to the wrong places, and nobody who who was where.
There's a reason for the - and Katrina shows what happens when you have marginally competent political appointees who don't know how to use, and don't care to learn --
And I have heard through the NGO Responder (Red Cross, Salvation Army, Baptist Brotherhood, Ham Radio) community and the "Out of Town" professional first responder community (Fire, Rescue Medic, Urban Search and Rescue, out of state National Guard) that the civilian Feds just got in the way - and were busy playing politics.
I am a Red Cross Disaster Service and Mass Housing Volunteer, a Community Emergency Response Team captain, a Ham Radio Operater, and a veteran of the United States Coast Guard - in New Orleans - and I was doing resettlement up through Christmas ---- so I am in a position to comment and criticize.
