Some freeper nitwit was quoting me the newest Moonie Times article saying Carter authorized warrantless surveillance, too.
Two quick points to shut them up.
1) It was 1977 and FISA wasn't around yet.
2) Truong wasn't an American citizen. If FISA HAD been around, it would have been legal for Carter to request warrantless surveillance, since Truong wasn't protected under the "US Persons" definition.
The devil is in the details. I hate morons who can't read past headlines.
