A 28-gage shotgun is actually a "high-end" shotgun limited to quail. Because of the limited amount of shot in the air, the gun kicks less and the shooter has to be more expert to hit the target. Other shotguns put more pellets in the air when they discharge. The "lower" the gage, the more the shots in the air. The more pellets in the air, the higher the likelihood that something gets hit because the shot spread out as they get farther from the shotgun muzzle.
Pellets are numbered... with 9-shot being the smallest (used for sporting clays... which is what we were shooting when you were here a few years back) and with 7-1/2 or 6 shot being used for dove hunting. Pellets like 5 or 4 are used in duck hunting. The 'lower' the number, the greater the range of the pellet and the more penetration power the shot has. But there are fewer shots in the air.
If you want to ask a better question.... ask how the VP could be "walking up" quail.
In that part of the world, you could have "blue quail" which run on the ground at fairly high speed and are difficult to walk up.
If there are bob white quail, then they are impossible to see without the assistance of bird gods. The dogs will corner the bob white quail, making them hide until you practically step on them.
A third possibility is that the quail were not an indigenous species. Exotic game hunting is common in that part of the state.
I intend to ask these questions myself. The reason is that I am not convinced the VP was actually hunting. Too many questions, including how Karen Armstrong, the ranch owner, could have 'seen it all.' When was the last time a group of old fart good old boys in politics invited the ladies along on the hunt?

I don't believe for a minute either that Armstrong was on site. She was the designated official story. No one else will offer much in the way of accounts.
I think he was probably hunting though, but it's possible Dick just caught him cheating at cards.
