The two theories aer Persident Bush let 9/11 happen on purpose or he made it happen on purpose.

Per your post; I strongly believe that if Clinton, Gore, Kerry had been president on 9/11/01, there would not have been a terrorist attack on New York because those men did not need a terrorist attack. I can't imagine bush making it happen but the evidence points to him letting it happen (or more specifically PNAC instructing him to let it happen.)
