General Casey just said that to Wolf Blitzer on "Late Edition". He told Russert the same thing earlier, so its clearly one of his favorite talking points, or one he's been told to repeat.

"The traffic cops wear white shirts with neckties! That's absolute proof of progress on the ground!"

I felt so uncomfortable when Casey was on MTP; it seems so obvious that he was lying, you know?
