State-Based Impeachement Rises Again

You may recall the last time I used the "BREAKING" tag in my title, it was to announce the first step forward, taken in Vermont, for the state-based impeachment experiment initiated by fellow Kossack maplefrost, in authoring and passing what became known as the "Rutland Resolution."

Since then, eight of Vermont's fourteen counties have passed the Rutland Resolution, four have passed an alternative impeachment resolution, and the State Democratic Committee passed a "compromise" version on April 8th, making Vermont's the fifth statewide Demcoratic organization (behind Nevada, New Mexico, Wisconsin and North Carolina) to call for the impeachment of George W. Bush.

Today, Illinois claims its place] in this lineage, with a giant step forward. Thanks to some hard, behind-the-scenes work from fellow Kossack Carl Nyberg, not to mention his timely tip, we're able to report that:
HC & M, Yarbrough introduces impeachment resolution

Today, Thursday, April 20, 2006, Rep. Karen Yarbrough introduced into the Illinois General Assembly Joint Resolution 125, which calls for the impeachment of President George W. Bush.

Planned Parenthood gave her 100%
Environmental grops give her high marks

6. Are Rhode Islanders making headway with the General Assembly?

Since Rhode Island tops the list with 74% disapproving of the "job" GWB is doing on the country, the RI General Assembly could be very responsive if pressured to exercise their right under Section 603 of the United States House Rules and initiate impeachment proceedings by transmitting charges to Congress in a joint resolution.

I know Carl Sheeler has called on members to take action, but haven't heard about specific efforts.

There are about 600,000 registered voters, which sounds a bit more manageable than the 7 million or so there are in Illinois!

And, BTW, some great news out of RI. Way to Go Carl!!

7. Fascinating...
My first thought was this was a silly idea, because only the House has the power to impeach. But then I started digging, and this is a really fascinating approach.

It relies on a procedure that is almost a footnote in Jefferson's original rules of the Senate. It appears to have only been used once before (to impeach a district judge). It seems like a real long-shot (in part because so little is known about it) but a real possibility.

Verrrrrry interesting...
