Being in Public Works and thus not having the legal right to strike obviously takes away a tool.
What about a "sick day"? Like when police all call in sick on the same day to make a point.
Is this legal? Are there specific labor laws that prohibit this action?

It happens, and legal or not, there's not much that can be done to the "sick" ones.

is to require a note from a physician stating you were, indeed, sick--and even that requirement is iffy--some contracts state you only need a doctor's note after you have been off the job three days or so.
