A Federal child labor law, enacted two years earlier, was declared unconstitutional – 1918
And this:
June 3, 1918 - A federal law regarding child labor, enacted two years earlier, was declared unconstitutional. A new law was enacted on February 24, 1919, but it, too, was declared unconstitutional. Finally, in the 1930s, child labor provisions were enacted as part of sweeping labor law reforms, but child labor remains a problem in the United States, especially in the retail and fast food industries and farming.
