Stepping out of a Police car, Bob Novak talks about hitting a pedestrian in Washington DC who is now in the hospital. Novak left the scene saying he didn't know he hit anyone.

I was driving home late one night with a friend. We were driving down a dirt road and chatting away. Because we were going down a back road, late at night, I wasn't going more than 25 - 30 mph. I was watching out for wildlife but I was on alert more for deer than for smaller critters. All of a sudden the car jerked/buckled and there was a thump. I knew something wasn't right and I stopped the car as soon as I could to find out what was wrong. For all I knew I had hit a high spot in the road and screwed up my oil pan.`Instead we found a opossum lying in the road. After the initial shock, we moved toward it to move it. That's when it got up and ran away.
The thing is, I was driving down a bumpy, county road and I knew I ran over something. How can Novak be driving down a paved DC street and not know he hit someone? Was Novak asleep? Was he on drugs? Was he drunk? Or is he just so out of his mind that he's not aware of his surroundings any more?

Bike rider says he saw the pedestrian splayed over Novak's windshield. I smell a huge lawsuit or payoff to the pedestrian. But how will Novak keep the witness quiet? Maybe two payoffs?
I just hope this somehow ends this schmuck's career.

If both the pedestrian he hit and the bike rider testify that Novak had to see that he hit the pedestrain (plus maybe other eyewitnesses), then you have multimple violations. Lying (obstructing justice, perhaps) and leaving the scene.
Novak might actually be screwn!!

After watching the video I can tell you that Novak's car was parked in the 1700 block of K Street. The police car he was sitting in at the beginning of the video was parked at Connecticut Ave NW and K Street (near the Farragut North Metro station and across the street from Farragut Square). I recognize the area because my husband works a block away, near the corner of 18th St. NW and K Streets. Whenever hubby gets to work before 8 a.m., he says the area is like a ghost town. Most people around there don't get to work before 9. There are few people out walking and there are few cars on the streets. I can't imagine that it is more populated earlier in the morning when Novak was stopped by the bicyclist.
Additionally, Novak also appears to have been in the "frontage lane" along K Street. Along this stretch of K Street there is K Street "proper" and two frontage lanes. The two frontage lanes are two lanes wide and are separated from K Street proper by a 3 to 4 foot wide cement sidewalk. This set-up allows people to use a safe lane on either side of the street to find a street side parking place or pick-up/drop-off people without slowing down traffic. How do we know that Novak was in this lane? Because he pointed to where the biker blocked him and basically said that's why his car was parked where it was. The reason I mention this is because, it is common practice (and common sense), to go slower in this lane because there is a higher chance that someone may step out into traffic while getting out of their car and/or because they just got dropped off by another car of a bus.
Finally, fwiw, around here, the sun comes up early. I'm a few miles north of DC and it is already light by 6 a.m. I have a terrible habit of waking up when it starts getting light outside. By 7 a.m. yesterday, it was light outside and I'd already had my second cup of coffee.
So, Novak was driving in a lane that every one knows to go slower and more cautious in, there were few people and traffic is light at that time (relative to what that area is like during the 9 - 5 period) and daylight was not a factor.

Bad situation for everyone involved.How do you not know if you hit someone?
Odd that he spoke up against the fake leak being a dirty trick then gets wrapped up in a hit and run.

Slurred speech, sloppy gait. But we wouldn't know for sure, unless a blood test were to be taken right then. We would need to see a test that covered pharmaceuticals, opiates and barbiturates, as well as alcohol.

I'd say that he was at the very least preoccupied and probably under the influence of medication or something. He was obviously very uncomfortable with the questions and appeared to be tired and also a bit scared as to what the consequences would be. It will be interesting to see what happens next--does he offer to pay the guy's hospital bills, or does he wait for a lawsuit?
