16. He is indeed reading the speech ahead. His clapping was awkward too.

He was doing the courteous Senate thing of applauding opponents when Sarah praised Hillary but cut himself short at 3 claps a couple of times. Gotta applaud-- whoops, stop at 3. That was strange.

I'd heard folks say he was checking out her ass but you can see he's trying to read the speech book.

Maybe he didn't have the earpiece that day. Sometimes he fumbles things and I can't decide whether it is his not catching comments through his earpiece or he's having trouble reading the big print on the speech cards without his glasses.
