I think it's an unusual confluence of terms creating an awkward phrase.
Maybe it's been used before. Personally, I've never heard it stated as such.

Partisanship can be negatively clarified with "blind" or even "fanatical."
Obsessive...makes me think of gambling or love or cleaning.
