This had to be a talking points creation. It sounds "French" or "Old European" and therefore impugns that immature, bullshit sense of machismo.
Theses rules were created for Boxing.

It is outrageous to refer to the Geneva conventions as some sports boxing rules. And by the way, during the Nuremberg trials nobody got tortured and every Nazi had the right to Habeas Corpus. It is a shame the Republicans are badmouthing the Nuremberg trials, which laid the foundation for the Universal Declaration of Human Rights. Keep in mind that I am an Austrian.

But maybe Hunter means prisoners haven't murdered each other. That makes it alright.
Human Rights First noted that there have been 108 murders committed by guards and others in US prisons like Abu Ghraib and Guantanamo, by the US governments own admission, as of mid-2005. No one has been charged. The number is probably much more than that now.
