as the beating are the charges. "Wandering with the intent to purchase narcotics" - WTF? Are these cops able to read minds? They jump out of the patrol car to tell him to close his shirt? Passaic is not the nicest place on earth. I'm sure there are other crimes that a competent officer would be much more concerned about. Another sad thing is that the residents of the same community being abused by these thugs in uniform are going to have to shell out tax dollars to defend said thugs and then settle the inevitable (and rightful) lawsuit. Absolutely disgusting.

3. i like the wording " prowling for cds". |
|
it hearkens me back to the old cartoons when the prowler would be sneaking around on his tiptoes with a mask across his eyes. these charges are basically-being in a neighborhood where cds is being sold. so if you live where cds is sold, you better darned sure have id that says you live there. this usually a municipal level offense (misdemeanor) in nj.

4. Whatever happened to civilian complaint review boards, anyway. They used to be commonplace. |

I haven't even heard of one still existant for years and years, perhaps decades.
