And I'd like to see him ousted as my Senator BUT, legislative language is a difficult thing to wade through- it isn't something that you read, it is something that requires sentence by sentence review to make any sense of at all. The job of ensuring that the legislative language matches the "plain English version" Carper speaks of belongs to committee member's staff. By dividing the job up among staff that specializes in particular policy issues, it gets done expeditiously and properly. A bill like this would take months for one person who isn't an expert on all the legal-eze to accomplish.
