12. Does anyone know what provision Dr. Dean is referring to?
The restriction on premium rating seems pretty clear and doesn't allow variation due to pre-existing condition. The premium is allowed to vary only by age, geographic area, and family composition:

SEC. 213. INSURANCE RATING RULES.


(a) In General- The premium rate charged for a qualified health benefits plan that is health insurance coverage may not vary except as follows:

(1) LIMITED AGE VARIATION PERMITTED- By age (within such age categories as the Commissioner shall specify) so long as the ratio of the highest such premium to the lowest such premium does not exceed the ratio of 2 to 1.

(2) BY AREA- By premium rating area (as permitted by State insurance regulators or, in the case of Exchange-participating health benefits plans, as specified by the Commissioner in consultation with such regulators).

(3) BY FAMILY ENROLLMENT- By family enrollment (such as variations within categories and compositions of families) so long as the ratio of the premium for family enrollment (or enrollments) to the premium for individual enrollment is uniform, as specified under State law and consistent with rules of the Commissioner.

3. Yes. He said he's just found out more in the last few days.
However, he said it's been watered down to the point we can't water it down anymore. He also did say the Senate bill is a decent bill so the video is a bit misleading.

8. agreed- out of context it appears he's against the bill, but the reality
is he's suggesting we can't compromise any more and have it be worth passing- especially the public option. He IS supporting the bill.

With the pathetic phony public option being, as he said, the only thing left...

If that is the only thing left, then let the damn thing die because the public option is not a public option in any real sense of the word!

I think you will see Dean denouncing this bill, entirely, before to long. I think that the dems talked to him and they offered a phony agreement to create a better bill, if he gave his support.

But his job remains to put the best face possible on what Democrats are doing and to promote their chances, as he figures them, to maintain power. If he stops apologizing for Democrats he will stop finding cameras and microphones pointed his way. I don't think you'll ever hear him say "this bill is a flaming piece of crap", even if he mutters it under his breath from time to time, as he did here. If he denounces it they'll see to it he's never asked for his opinion again.

and he seems to be getting plenty of airtime to say just what he thinks about it.

but as you say, Dean wants to put the best face possible on what the Dems are doing. though I don't see any reason for him to keep pretending to be the spokesman/PR person for the Democratic party. for his loyalty to the Dems and to Obama, Dean has received nothing in return except to be kicked out of the DNC (he received no cabinet post, no place in the Obama administration to show for his loyalty). after how badly he's been treated and kicked to the curb by the Obama administration, I have to wonder why Dean maintains such loyalty to those who have betrayed him over and over? He's like a victim of battered wife syndrome.

6. Howard comes out with so much straight talk
It's a wonder the vestiges of the McCain campaign haven't (unsuccessfully) sued for copyright infringement.

Of course, Howard never claims it, he just talks straight, as opposed to McCain, who always claimed it, but never talked straight.
