I think this is the fourth one in a series of really funny (ironic?) faux ads for Rudy Giuliani. They've caused quite a stir already as the ads that Swift Boated the Swift Boaters. I read about the controversy (and mystery of the their origin) at ABC News Blotter yesterday: ABC News Blotter story, but it's also been on Crooks and Liars and BradBlog. This one is longer and a little different than the first three, but you can find the others by going to others by that user on YT. (I'll post them separately if I have time, too, I guess)
