The woman in the yellow slicker says (in refering to Doug Flutie who is kayaking) that "He is a professional, I would not encourage you doing that".
Okay, he was a professional football player. I doubt he is a professional Kayaker, and gets paid for it. He is taking just as much a risk as anyone else who paddles dangerous waters. He could easily kill himself if his kayak flipped over and he got entangled in some limbs and brush and couldn't get out in time to swim clear.

He is an experienced kayaker. Something along that line. From Doug's statement it appears that he kayaks regularly.
As for the yellow slicker woman. What can you expect from news reporters? Their real life experiences are very limited.

reporter making the report standing knee deep in a flooded parking lot.
Flutie is just passing by, and Scotty's honey comments how only professional (kayakers) should attempt what Flutie is doing. She obviously doesn't know what she is talking about when it comes to kayaking.
