Probably the only people really doing anything are those volunteers helping the oil soaked birds.

She was told there is a 2 year program of training and certification before you get some wildlife card that allows you to participate in those activities.

I'm going to investigate further on that, because that doesn't sound right.

There is no incentive to deal with cleanup because that is just another cost they will externalize. We the people will pay for the cleanup at the same time we pay for their product and they will continue to make record profits. These businesses need to reigned in. Every one of them. They are subverting the sovereignty of the people and abusing us all.
