A polite letter to the homeowner asking him nicely to please move the hoop should be about as far as they should take it, and that's it.

It is similar to that old folks neighborhood in Florida that wants to ban children playing outside.

They had the hoop in the right of way. And they received the notice nearly 3 months ago. Most people have the hoop in their driveway.
