From what I understand about oil dispersant is it breaks up the oil into smaller bits then the oil (mixed w/ corexit) sinks to the floor of the ocean/gulf where it all accumulates together again.

I get the feeling that there are parts of the gulf where the sea floor resembles the LA freeway.
