Bruce Caswell is a Republican State Senator from Michigan who feels that a foster kid's $80-a-year clothing allowance is just too much. Instead, we should be giving these greedy children a voucher that's only good for used clothing at thrift shops. Thankfully, it seems this brilliant idea has been dropped.
