Rep. Mark Souder of Indiana is struggling to make up his mind about a Democratic-written troop withdrawal bill.
The rock-ribbed conservative Republican has concluded that the troop surge is not working and it is time to reassess the U.S. mission in Iraq. But he worries about the possible ramifications of setting a date for troop reductions and about the measure’s call for a drawdown to an unspecified “limited presence.”
Souder’s uncertainty is an indicator of continued erosion in support for President Bush’s Iraq policy. He is among a few House Republicans who opposed earlier measures calling for troop withdrawal but are now considering supporting the bill (HR 2956) that will be on the floor Thursday.
Another is Timothy V. Johnson, R-Ill.
“I am concerned about dedicating a certain date to redeploying the troops, but I also voted to oppose the president’s surge,” Johnson said. “We need to find the right balance. I am undecided.”
Souder’s concerns about administration policy — informed by trips to Iraq — are complicated by support for the president in his Republican-heavy district.
“To the people who are paying close attention, it’s getting hard for me to explain why I’m not” voting for troop reductions, Souder said Wednesday.
