I had been reading a review (NYBR) of Tenet's new book and saw Cheney and others using this term. It means, in tennis, to get your opponent going one way in anticipation before you hit the ball the other.
The idea was to provoke Saddam into defying the UN inspections in the lead up to way, which would further justify our actions and allow the Brits political coverage to join us.
But the use of the term itself shows the disingenous nature of our relationship to Iraq from 9/11 until the war beginning March 2003.
The use of the term "wrongfooting" CLEARLY SHOWS (yet another piece of evidence) that we were out for war, nothing else.
