The reason it came to mind is because of H2O Man's excellent set of questions and how our Congress has abdicated so much of it's power to the "unitary executive".
Enforcing this subpeona or citing her for inherent contempt are part and parcel of Congress taking steps towards regaining their rightful position as a co-equal branch of power.
