George Bush has effectively declared himself King and immune to any oversight by Congress and the Judiciary. In claiming Executive Privilege to prevent Harriet Miers’ testimony to congress he opened the door to contempt charges against Miers. That would require congress to refer the charges to the U.S. Attorney for the District of Columbia for presentation to a Grand Jury. Bush has pre-empted that by asserting that under Executive Privilege the DoJ would prevent a U.S. attorney bringing charges.
"A U.S. attorney would not be permitted to bring contempt charges or convene a grand jury in an executive privilege case," said a senior official, who said his remarks reflect a consensus within the administration. "And a U.S. attorney wouldn't be permitted to argue against the reasoned legal opinion that the Justice Department provided. No one should expect that to happen."

In May 2007, a major presidential National Security Presidential Directive was issued that effectively dissolves constitutional government and allows the Administrative branch to declare martial law in the event of a “catastrophic” event anywhere in the world. The definition of that event is vague and the directive does not require the consent or notification of congress. It is at the President’s sole discretion to determine what an emergency is.
“NSPD 51 / HSPD 20 is a combined National Security Directive emanating from the White House and Homeland Security. It is tailor-made to fit the premises of both the Pentagon's 2006 ‘Anti-terrorist Plan" as well Vice President Cheney's 2005 ‘Contingency Plan’ which calls for martial law in the event of a national emergency.
The directive establishes procedures for ‘Continuity of Government’ (COG) in the case of a ‘Catastrophic Emergency’. The latter is defined in NSPD 51/HSPD 20 (henceforth referred to as NSPD 51), as ‘any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions.’
‘Continuity of Government is defined in NSPD 51 as ‘a coordinated effort within the Federal Government's executive branch to ensure that National Essential Functions continue to be performed during a Catastrophic Emergency.’ “

It turns out that it would be YOUR army. A single line was inserted into the 2007 DoD finance authorization bill: Sec. 1042. Use of the Armed Forces in major public emergencies. This single line overturns the Posse Comitatis Act of 1878 that forbids the use of the military on American soil.

Why in the world would Dubya do those two things? How about this from Dan Simpson, a career diplomat who worked for every American administration from Lyndon Johnson through George W. Bush. He has served as U.S. Ambassador to several African nations including the Democratic Republic of the Congo, the Central African Republic, and Somalia. Mr. Simpson has also served as vice president of the National Defense University in Washington, DC, and as the Deputy Commandant for International Affairs of the U.S. Army War College. In a Post Gazette op-ed piece he wrote: “There is also the late-at-night, eerie concern that Mr. Bush has in his head some sort of scenario where, for reasons of national security -- real or drummed up -- the '08 elections will have to be postponed and he will get to stay on. My suspicions have at their base the feeling I have that, given their operating style now, this bunch will not leave the White House easily in 2009.”

You have to count on the fact that if al Qaeda's not going to do it, it's going to be orchestrated. ... The Republicans are praying for another 9/11."

Still in denial? The Pentagon has planned attacks against American cities before. Code named Operation Northwoods, the plans reportedly included the assassination of Cuban émigrés, sinking boats of Cuban refugees on the high seas, hijacking planes, blowing up a U.S. ship, and even orchestrating violent terrorism in U.S. cities. The plan was approved by all of the Joint Chiefs of Staff and presented to JFK’s Secretary of Defense, Robert McNamara in 1962. The Joint Chiefs also drew up plans to blow up John Glenn’s rocket on the first NASA orbital attempt and perhaps blow up a US ship in Guantanamo Bay to generate public support for an all out attack on Cuba. These documents were declassified and the ABC article printed in 2001. Hmmm, what happened in September 2001?
