So the military produced a computer generated animated "video" of the "fire fight" that took Pat Tillman's life .... showing a vehicle going down a road and firing up into the hills and this fire is the fire that the military claimed to have taken Tillman's life. Now we now know this was pure sophistry (fake) .... 3 ?s
1) Who would have made such a video?
2) Who would have given the order to make the video?
3) How high up the chain of command would knowledge of the video gone? Would Rummy have knowledge of the video?

help and offer an answer but when I was in the military, video and PC animations didn't exist so I have no clue who would do that in today's military.

I believe it could be done at a relatively low level (locally).
But the order would have come from much higher up (someone at SecDef or JCoS).
