My money is on one of these two reports:

The surge is working, but we need more time and troops

The surge is not working, but we can't leave, so we need more time and troops.

Either way, I think whatever comes out will be preparation for Iran. We'll accuse Iran of destabilizing Iraq(pot kettle black- our commandos are still in Iran, I think), and then we'll follow that up with some kind of force.
